That's interesting!
Your experience is of course different from me,
and I can learn from you very much.

What I thoght is to make videos about local news and charm for tourists,
upload them on youtube and make money with them.

What you told me is :
1. to utilize media by introducing existing videos about local community
on my own website, making impact to media, using the government and getting money
from the government,
2. in order to increase impact to media, I should make a company instead of working
as an indivisual,
right?

I like the first one. I didn't know how to approach the government, media and money.
I want to proceed with the idea more.
But in the second point, I don't think you're not necessarily right, because in New Zealand
it's normal to be self-employed and people can also trust indivisual, not only a company.
Even if it's in Japan, you really like to make a company and a big system instead of need it.
